The UK and US have secured a key commercial pact that will guarantee zero import taxes on British pharmaceutical products going into the US market.

Key Provisions of the Deal

In exchange for the tariff guarantee, the UK has pledged to raise funding on drugs through the NHS. This pledge guarantees that tariffs on these key exports will remain at zero for a duration of the next three years.

This agreement comes after recent warnings to significantly raise duties on patented drug products, with figures floated reaching 100%.

"This agreement between the United Kingdom strengthens the worldwide climate for new treatments and introduces long-overdue fairness to U.S.–U.K. medicine commerce," a statement declared.

Trade Significance

Medicines are one of the the United Kingdom's largest export categories to the America, which is by far the primary market for major UK drugmakers.

Export figures indicate that in the year leading up to the third quarter, the UK shipped drugs worth £11.1bn to the US. This value accounted for 17.4% of total UK exports in that period.

"This guarantee safeguards employment, boosts funding and paves the way for the UK to establish itself as a global hub for medical research," a government official commented.

Key UK Commitments

The deal includes several key changes from the British government:

  • Higher Cost Ceiling: The UK will lift the affordability limit at which it judges new therapies to be unaffordable by a quarter.
  • Boosted Medicine Funding: There is a goal to increase total NHS spending on treatments from 0.3% of the national economy to 0.6% over the following ten-year period.
  • Payback Limit: The percentage drug companies must pay back to the NHS to stay within budget will be restricted at fifteen percent. Last year, repayments topped twenty percent.

Industry Background

This agreement follows a long-running row between the drug companies and the UK government over drug pricing and NHS adoption.

The disagreement were exacerbated by claims that US consumers were paying several times more for the equivalent treatments than patients in the other developed nations.

In recent months, several large drug company projects in the UK have been paused or abandoned, while multi-billion-dollar expansions have been announced toward US facilities.

The Science Minister publicly accepted that the NHS had to invest a greater share on medicines, noting that its spending on drugs had declined as a share of its overall budget over the last ten years.
