'Our role is integral to football's future' - newly appointed regulator the new chairman
The team's current difficulties represent a a "significant problem" and the independent regulator is seeking powers to investigate clubs in comparable cases, its new chair the regulator has stated.
During an extensive discussion, the regulator, who was named to the position this week, voiced concern towards supporters of the Owls.
Kogan met with four supporter groups associated with the football team this week.
The Championship side have been facing challenges both on and off the pitch in the current year, with the club delaying salary disbursements on several different times, including in the autumn.
"Obviously the club has become a significant problem for EFL and a substantial concern for English football," Kogan told.
"The club represents one of the historic institutions for English football and this week we have met fan representatives.
"We are seeking authority... which will allow us to have Wednesday and comparable cases brought to our attention if they warrant scrutiny and addressed."
Economic Challenges and Ownership Situation
The team's struggling chairman Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with potential new owners.
Missed wage deadlines on time in March and May resulted in restrictions being imposed by the football authorities in summer, stopping Wednesday from completing any recruitment activities for the subsequent signing windows, although those limitations were removed in August.
Official's Viewpoint
Kogan said: "Our role exists to serve the Owls followers, teams facing challenges where people are committed to a community organization that has represented their community in many cases.
"I fully appreciate Sheffield Wednesday, as I do for each organization that in modern times have encountered failure, or been close to going to the wall, for factors unrelated to the fans themselves."
Inquired if the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."
But the chairman emphasized that forcing owners to sell clubs would be viewed as the ultimate measure and the regulator would prefer to cooperate with proprietors.
"The last thing what we want to do is commence engagement with an particular organization, an particular chairman, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the owner's facing," the chairman stated.
"However, realistically, when you review the record of football, over the past few decades there have been particular chairmen, a small minority, but particular people who have shown negligence in the approach they have taken toward their organizations and finally refuse to accept accountability for the future."

'Mistakes could erase significant advances'
The chairman convened with representatives from 110 clubs to lay out the remit of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "significant participation" from the lower divisions to the top flight.
"The role holds considerable importance, because should mistakes occur, if the world of football gets it wrong, the remarkable development accomplished necessary will vanish rapidly," Kogan said.
"Such an outcome is universally undesirable in the realm of domestic football is a substantial accomplishment - we must maintain momentum.
"There's an enormous amount of money flowing into the game and has come into football for the recent generations, because there's no guarantee it will continue to come into football, which is one of the reasons why I think we have to take a really clear view on potential dangers and naturally, of the coming seasons."
Premier League Concerns
The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I completely endorse the achievement and development as an commercial operation of the Premier League.
"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of this country. But concurrently, if you talk to the Premier League after today's meeting, they would have had a significant degree of comfort -and, actually, they have been informing us confidentially they have a considerable comfort."
Ideological Links
The chairman continues to confront a "full inquiry" by the Commissioner for Public Appointments after he acknowledged providing funds to the Labour Party in 2020.
The official donated money to government minister Lisa Nandy's leadership campaign, along with that of the government leader.
"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," Kogan said.
"I am presently disconnected from any sort of politics."
